Place 1 cup basmati rice in a fine-mesh sieve and rinse under cold running water, swirling until water runs clear.
Transfer rinsed rice to a bowl, cover with cold water and soak for 20–30 minutes. Drain thoroughly.
In a medium saucepan with a tight-fitting lid, combine drained rice, 1½ cups cold water, ½ teaspoon salt, and 1 teaspoon neutral oil or unsalted butter. Stir once.
Bring to a rolling boil over medium-high heat.
Immediately reduce heat to lowest setting, cover tightly and simmer undisturbed for 15 minutes.
Remove from heat and let rest, still covered, for 10 minutes.
Remove lid and use a fork to gently fluff the rice. Serve immediately.
