Cut the eggplant and potatoes into cubes. Fry them over medium heat until golden and set aside.

Heat the olive oil in the same pan, add the chopped onion and crushed garlic, and sauté.

Add the diced beef and cook until browned.

Add the tomato paste, then add the chopped tomato and chopped green pepper. Stir.

Season with salt, black pepper, and ground red pepper.

Place the fried eggplant and potatoes in a baking dish. Pour the meat mixture over them.

Add the water and bake in a preheated oven at 350°F (180°C) for about 35-40 minutes, until the vegetables and meat are tender.
