Place the minced meat, chopped onion, tomato, green pepper, parsley, tomato paste, crushed garlic, salt, black pepper, red pepper flakes, and vegetable oil into a bowl.

Blend all the ingredients in a food processor until you get a homogeneous mixture.

Let the prepared filling rest so the flavors can meld together.

Spread plenty of the filling over the lahmacun dough.
